Bug#271568: kernel-image-2.4.27-1-sparc64: initrd.img-2.4.27-1-sparc64 zero length

After apt update from Kernel 2.4.26 to 2.4.27
Added initrd=/initrd.img to silo.conf which is a link to
/boot/initrd.img-2.4.27-1-sparc64 but the file is is zero length and
causes SILO to exit with a "Trap 5" error.
I tried to use mkinitrd to create the file, but this also produced a
zero length initrd file. So this may be a clue.
Kernel 2.6.8 seems to have the same problem.
