Bug#260150: initrd-tools: in 2.6, /proc/scsi has been superseded by /sys/bus/scsi

In 2.6, there's no /proc/scsi any more by default (it can be turned on in
Device Drivers -> SCSI device support -> legacy /proc/scsi support). mkinitrd
should check /sys/bus/scsi on a 2.6 platform.
