I believe it just depends on all arch flavours of a certain kernel version. At
least I do not find the Makefile I need...

Yeah, it was a stupid idea ;-) Furthermore, the kernel-headers contain header
files from configured kernel sources i.e some variables replaced etc...
Forget about this ;-)
