Yes, setting: 
flat-volumes = no
in /etc/pulse/daemon.conf solves the problem.

As many, I'm confused by the reason for this flat-volume feature. Even more 
confusing is why it's enabled by default. Non-flat volumes have worked nicely 
for years, and it behaves as physical mixers work.

Couldn't debian patch that default back to non-flat? I gather that Ubuntu 
patches it that way.
