Do you mean that you can have the offending URL in the places pane of Dolphin
without issues, but they are slow in the open/save dialog?
Please keep in mind that if you talk about KDialog, you may end up with the
wrong product in bugzilla (the kdialog program).
There are few reports on bugs.kde.org which may be related, and some of them
still applies to the kdelibs4 version too.
This one seems to be the closest one (even if probably opened against the
wrong component, so it will be ignored forever):
