I think that was the clue that I needed - if it were easier to see what versions of packages I had installed that shared a common source package with kwin-x11 and plasma-desktop packages that may have helped me identify and upgrade the related packages.

I was using an on-board Radeon 3200HD (RS780) when I first encountered the problems and upgraded to a Radeon HD5450 (CEDAR) part way through.
Neither support OpenGL 3.1:

I gave this a try with using org.kde.breeze again after rebooting, then set the window decoration back to Plastik and rebooted again, and started fine.

When you said:

that made me realise that the reportbug information for kwin-x11 was incomplete in that reportbug only lists versions of the packages that the reported package immediately depends on, and not the versions installed of their dependencies and so on.

ldd $(which kwin_x11) reports a huge list of dependent libraries, but I don't know of an existing command or script that will list the versions of all dependent libraries/packages.

A command or script that lists the installed versions of all packages based on a given source package would also be useful.
