Finally solved this problem. I had to edit ~/.kde/share/config/kontactrc
It turns out there's  a section in that file called 
[MainWindowkontact_kmailplugin] In that section I found "MenuBar=Disabled" I 
changed it to "MenuBar=Enabled" (without the quotes) and now my menu bar is 
back in kmail within Kontact. I hope this helps other people with the same 
problem.
