I have dig a bit around this issue. For me, only rules with title-matching 
criteria fails to apply to newly created windows. Other rules does work as 
intended.

I have found two upstream bug reports:

they were eventually marked as duplicate of

As I think #207670 is not a case here, I have filed new bug report:

Can you confirm that this problem occurs only to specific rules that tries to 
match window title?

You may post additional information to upstream bug report, if you find this 
appropriate.
