This package has entered sid some time ago. You should read the Debian Weekly
News, or use a tool that says which packages are new in the distribution ;-)

Yes. Read the New Mantainers Guide (on www.debian.org, or install the package
maint-guide), and /usr/share/kdelibs4-dev/Packaging.txt.gz.
