with KDEDIRS unset (default situation) KDE will look for things under the 
PREFIX it was installed in (/usr) on debian

-. you should set 
KDEDIRS=<yourdir>:/usr  

This means that KDE wil first look in your directory, and will then use /usr 
as a fallback, for what it doesn't find. (Note that hardcoding KDEDIRS like 
that will get messy if multiple agents try it, which is the problem that 
desktop-profiles tries to solve)

Also keep in mind that unless you lock things down with kiosk, the user's 
settings will always take preference over whatever you set (which might, or 
might not be what you want), to lock down a setting you simply add [$i] 
before the = in the config file.
