I'm currently running kde 3.2.2.  I apt-get upgrade nightly.  If I check 
the LCD look box I get the behavior you describe.  If I uncheck the box 
I basically the same look, but I am able to set foreground, background, 
and shadow colors.  I just set background and shadow colors the same.
