question of sense in kde splash screen

Hello list,

ever time I start KDE I can read as the last screen of the KDE splash screen 
"KDE is up and running"
Why is this message existing? If KDE would be up and running I want not read 
text but beginn working. And if I can not begin to work KDE ist not up and 
running. Why does KDE say such things.
