Probably debian-devel.
Note that a kde tool for managing apt, is kapture. Maybe you should comment
your impressions with their developers at:
https://mail.kde.org/mailman/listinfo/kde-debian
...and maybe keep in touch, to avoid duplicate work.
kde-debian@l.k.o is more like a development list, not a users one, like this.
