Reporting bugs that you know are upstream bugs to Debian BTS will at
best cause they to be delayed being fixed by several weeks/months and at
worst get them ignored completely. 216228 looks like an obvious
upstream bug. Now if it is packaging related, like missing files, files
in wrong package, or can't install due to some other package missing
report them in Debian BTS. Also file bugs which you don't know whether
they are upstream or not in Debian BTS, for example the recent accented
character interaction issue with XFree86 4.3.

Reporting bugs to KDE BTS is very simple each application has a Help ->
Report Bug menu option that you can use, or you can go to bugs.kde.org.
