You don't have a source for the latest Koffice that would be compatile
wit KDE 3.1.3, so it is trying to install version 2.2.x (Testing) and
fails.
i.e. ftp://ftp.gtlib.cc.gatech.edu/pub/kde/stable/koffice-latest
