KDE 3.1.3 For Woody: Scrollbar Bug Fixed ?



Can anyone tell me whether or not the "unnecessary horizontal scrollbar" 
bug (http://bugs.kde.org/show_bug.cgi?id=61730) is fixed in the Woody 
packages at download.kde.org
(ftp://ftp.uk.kde.org/pub/kde/stable/3.1.3/Debian/dists/woody/main) ?

I see that the bug is fixed by kdelibs-3.1.3a 
(http://www.kde.org/info/3.1.3.php), but it's not clear to me whether 
the binary package in the pool directory contains that version.
(/pub/kde/stable/3.1.3/Debian/pool/main/k/kdelibs/kdelibs4_3.1.3-0woody1_i386.deb)

There's no "3.1.3a" directory on any of the mirrors I've checked.

I'm currently running 3.1.2 on Woody without any problems, but would 
like to upgrade to 3.1.3 - not least because of the security fix it 
contains (http://www.kde.org/info/security/advisory-20030729-1.txt), 
but I'm reluctant to acquire the annoying scrollbar behaviour :-(

I'd be grateful either for the information (Ralf ?), or to be told how I 
can find out for myself (is there any way to see the package changelog 
without downloading the package itself) ?
