The latest upgrade of libqt3c102-mt to version 3.2.1-4 somehow made a number
of fonts not be available to KDE. Your missing curly quotes are probably a
result of this. See bug #208718.
You could try some other fonts to see if you still have one available that
shows curly quotes.
