How to install koffice-i18n-xxx

I have downloaded the koffice-i18n-xxx in .tar.bz2 file, after I have
unziped it, and cannot find the INSTALL file. When i try to ./configure,
the message given is

checking for dcopidl... not found
configure:error:The important program dcopidl was not found!
Please check whether you installed KDE correctly.

However, when i do apt-cache search dcopidl, nothing is found, so how to
install "dcopidl"?
