KMail Cool was a fork with of KMail with more features. All those
features were now ported to the HEAD branch, though. Therefore, they
will be part of KMail's next release (i.e. KDE 3.2).
There was a seperate release of KMail Cool AFAIK but that is pretty
outdated by now. You'd be probably better off running HEAD than KMail
Cool.
