It is not looking for libqt3-mt, but libqt3-mt-dev, which you have. Can 
you try using:

  ./configure --with-qt-includes=/usr/include/qt3

please? If that doesn't work, install libqt3-compat-headers and try the 
above line again.

Let the list known if this doesn't solve your problem.
