It is one of those marvellous specialised scripts that are run internally and 
are undocumented. It runs as part of the installation process of a package, 
and you should not run it yourself. 

The reason for the error message is that it requires one parameter, and 
whoever wrote it didn't think that anyone would call it without.

The way to run is: /usr/bin/update-menus
