re: broken packages installing kdelibs4-dev

Hi all,
	trying to get kdelibs4-dev install but these are the error messages I am 
getting.

Sorry, but the following packages have unmet dependencies:
  kdelibs4-dev: Depends: libartsc0-dev but it is not going to be installed
                Depends: libcupsys2-dev but it is not going to be installed
E: Sorry, broken packages

then on apt-get install libartsc0-dev libcupsys2-dev

Sorry, but the following packages have unmet dependencies:
  libartsc0-dev: Depends: libarts1-dev but it is not going to be installed
                 Depends: libmad0-dev but it is not going to be installed
  libcupsys2-dev: Depends: libcupsys2 (= 1.1.15-4) but 1.1.18-2 is to be 
installed

apt-get install libmad0-dev

Sorry, but the following packages have unmet dependencies:
  libmad0-dev: Depends: libmad0 (= 0.14.2b-4) but 0.14.2b-6 is to be installed

 and on it goes...

This is on testing after downgrading from unstable, anyone else seen this? 
I've had a looksee in pool to try to find the packages I need but can't find 
them there.
If anyone has any ideas this would be appreciated.
