I believe that the images are kept in /usr/share/apps/ksplash/pics.

You /could/ replace these files (or splash_top.png at least) - that 
should have the effect you desire. However, they will be overwritten 
when you update the ksplash package.

The Debian way of doing this would be to have a package which 'replaces' 
ksplash and contains the files you wish to change. Not sure if this is 
the path you wish to take.
