Maybe try the kdevelop that is compiled for Woody.
Change the source list given above to 

deb http://people.debian.org/~njordan kde3.0-woody/

I believe this should not require any other packages to be upgraded if you are 
currently running Debian 3.0 ( aka Woody ).
