I have libkjava on my 3.0.3 system; it's provided as part of kdelibs4:

bab@espresso:~> dlocate libkjava.so.1
kdelibs4: /usr/lib/libkjava.so.1.0.0
kdelibs4: /usr/lib/libkjava.so.1

So it seems Björn is correct in that the problem lies with your kdelibs4 
packages for KDE 3.1.  I know nothing about the 3.1 kdelibs packages and am 
not sure specifically what is causing libkjava to be not included.

It may be that if you recompile kbear against the 3.1 packages you'll lose the 
dependency on libkjava.so and everything will be fine.  I'm not offering to 
do that :) - I'm currently building my kbear packages for 3.0.3 (which is the 
primary unofficial debian/kde3 package set) and I don't actually have a 3.1 
machine to build anything on.

So one suggestion would be to get the debian kbear sources (apt-get source 
kbear) and rebuild the package yourself on your 3.1 system and see if this 
helps; otherwise you could perhaps ask Karolina for help since I understand 
she's providing the core 3.1 stuff.
