Here it works for the german stuff like this:
/etc/enviroment:
LC_ALL=C
LANG="de_DE.ISO-8859-15"
I had to replace the "EuroSign" in /etc/X11/xkb/symbols/de with "currency":
key <AD03> { [ e, E ],
[ currency ] };
Restart the Xserver, set all KDE-Fonts to use iso-8859-15 in the font menus.
Voila. I can get € signs with the keys.
