Indeed if your mouse is a PS/2 this is the entry you should have:

Section "Pointer"
   Protocol        "IMPS/2"
   Device          "/dev/psaux"
   ZAxisMapping 4 5
EndSection 

 Never use "Emulate3Buttons", it spoils the wheel behaviour.
