Well, I did not dig enough to know the original intent, so I used
diffoscope to check the build with and without nodejs:Depends and the
package built the same, so I dropped nodejs:Depends (in node-ws-iconv).

I guess by "both" you mean the remaining nocheck packages
(node-envinfo and node-registry-url). The first one had a lintian
error, so I added the dependency, but the second one depends on nodejs
transitively, so I think it's ok.
