TS 4.9.5 (was Re: ts 3.9)

Hi,

If someone can work on node-rollup-pluginutils and node-got and fix it up for ts4.9.5, we'll be able to upload it to unstable (yes, I am ignoring node-mermaid). Can someone try? I do not have enough time to work on this. We are already far behind the typescript upstream and it doesn't feel like it is going to get any better.
