Indeed, the test is rigged to fail: file:///usr/share/doc/nodejs/api/buffer.html

Node.js only supports the little-endian variant of UTF-16.

However, it is discussed here:

https://github.com/nodejs/node/issues/12813

which tells that

file:///usr/share/doc/nodejs/api/buffer.html#buffer_buf_swap16

is a way to go.
