Necessary for a sys admin is what I'm hearing. But this, of course, falls
outside of the scope of Debian Jr.

Ah, well access to documentation is a legitimate concern for children. I
do expect them to be capable of reading some amount of documentation, at
least the older children. Still, I'd rather do that through a GUI
browser, especially as prettier versions of docs than straight text can be
accessed in this fashion, where alternatives are provided (and certainly
this will be the case with the docs of the Debian Jr. project itself).
Furthermore, I doubt if "fastest loading" is as big a concern as other
measures of efficiency for children. Where typing skills are not yet very
advanced, a GUI-based browser can be more efficient for a child to
navigate through docs with than a text-based browser.
