Debian package repository developer/maintainer for commercial project

I'm in need of two Debian experts for a for-pay project. The first of
these is described below; the latter will be in another posting.
I've engaged a client who is planning on using the Debian package
management system to maintain the configuration of a large number of
highly mobile computer workstations. One of the important requirements
for the system is authentication of the workstation to the package
repository, to be sure that the workstation is who it says it is so that
it can be properly updated. Updates need to happen with virtually no
human intervention, and with "fallback" stages to prevent workstations
from becoming disabled due to a failure during the update process.
I need is for someone who can adapt the existing Debian package
management system to the client's needs, and see to its installation and
maintenance. Ongoing work will be required to keep the system itself up
to date, and to add new functionality as new authentication techniques
and connectivity options (LAN, wireless, WLAN, etc.) become supported by
the target hardware.
