RFS: uima-addons/2.3.1-3

Hi all,

I updated the uima-addons package to remove the dependency on
libgoogle-collections-java and I'm looking for a sponsor to upload it.

Here is the changelog:

  * Removed the unused dependency on libgoogle-collections-java
  * Updated Standards-Version to 3.9.4 (no changes)
  * Use canonical URLs for the Vcs-* fields
