RFS: args4j/2.0.25-1 and jenkins-remoting/2.23-2



Hi all,

I updated args4j to the latest upstream release and I'm looking for a
sponsor to upload it.

Here is the changelog

  * New upstream release
    - New build dependency on libmockito-java
    - Added a patch to change the packaging from bundle to jar
  * debian/control:
    - Use canonical URLs for the Vcs-* fields
    - Removed the deprecated DM-Upload-Allowed flag
    - Updated Standards-Version to 3.9.4 (no changes)
    - Updated the Homepage field
  * debian/copyright: Updated to the Copyright Format 1.0
  * Build depend on debhelper >= 9
  * debian/watch: Updated to watch the new release tags on Github
  * Removed debian/orig-tar.sh and use the tarball from Github directly

This update breaks jenkins-remoting which isn't using the generic
'debian' artifact. I updated it as well:

  * debian/watch: Updated to exclude the test-client versions
  * debian/control: Use canonical URLs for the Vcs-* fields
  * Updated the Maven rules to use the latest version of args4j

args4j doesn't build if libargs4j-java is already installed, so I
suggest building args4j before jenkins-remoting.
