RFS: uimaj/2.4.0-3 (activation framework dependency removed)

Hi all,

I updated uimaj to remove the dependency on the Activation Framework.
This API was integrated to Java 6 and is no longer required to build the
package.

Here is the changelog:

  * Removed the dependency on libgeronimo-activation-1.1-spec-java
  * Updated Standards-Version to 3.9.4 (no changes)
