RFS: junit4/4.11-1 (new upstream release for experimental)

Hi all,

Following the update of Hamcrest here is the package for the latest
version of JUnit. This is required to build Ant 1.9 without patching its
tests. I didn't change the dependency on the JRE, that point is still
open for a future update.

Here is the changelog:

  * New upstream release
  * Refreshed the patches
  * Updated the OGSi metadata in the manifest
  * Improved the integration of the Javadoc
  * debian/control: Bump Standards-Version to 3.9.4 (no changes)
  * debian/watch: Changed the URL to point to the new Github project page
