RFS: apache-log4j1.2/1.2.17-1 (new upstream release for experimental)

Hi,

Here is a minor update to log4j. The watch file was broken and an update
was waiting upstream.

Here is the changelog:

  * New upstream release
  * Refreshed the patch
  * debian/watch: Fixed the URL
  * Updated Standards-Version to 3.9.4 (no changes)

  * Remove Michael Koch from Uploaders. (Closes: #653986)
