In general only people listed as Maintainer or Uploader should do that.
Otherwise you should get explicit permission for each package first.

This is because the maintainers are responsible for the package,
including determining when an upload is appropriate. (There are
sometimes reasons for waiting a bit with an upload.)

However if you join the Java packaging team [1] then you can add
yourself as Uploader to any package that has the Java team as
Maintainer, and then you can go ahead and upload packages (or get a
sponsor to do it). This is a good way to try out some packaging work.
But in that case you are expected to take responsibility for the
packages you upload for a longer period.

For one-off contributions, filing bugs and sending patches is all that
is needed.
