Hmm, arbitrarily depending on one rather than the 'current installed
system' seems wrong. I don't know if jni.h is guaranteed  to be the same
on different compilers, but it could fall down if it doesn't correspond
to the current compiler. Has anyone thought of using pkg-config for
this? Being able to do `pkg-config --cflags java` would seem to be a
good solution.

I'd suggest kaffe-dev, libsablevm-classlib1-java, java-gcj-compat-dev
or classpath-common.

I have to depend on one of these anyway since you can't just depend on a
virtual package. However, it needn't get installed if you already have,
say, sun-java5-jdk installed.
