Hi Martin,

http://www.debian.org/doc/packaging-manuals/java-policy/ is the official
Debian Java Policy and should be respected. If a package does not follow
the Debian Java Policy, a bug report must be filed against it.

The Debian Java FAQ is also a good source of information but should be
updated (help needed).

The authoritative documents are the Debian Policy and for the Java
specific things, the Debian Java Policy.

If you wanna change things, file bug reports against java-common
package.
