~    I believe we can link to dependent APIs without using a centralized
location as long as we appropriately code the -link and -linkoffline
directives in our javadoc commands.  Here are a few entries from the
Javadoc FAQ[0] that may prove helpful for the discussion:

Is there a way to redirect links between multiple independently-built
HTML Javadoc trees after installing them from independent products into
arbitrary locations?[1]

I'm using -link or -linkoffline but some of my external links do not
show up. Why is this?[2]
