Well, Eclipse is in Debian which is licensed under EPL (a renamed CPL)
and it is in main and not non-free.

There were some discussions about the CPL on debian-legal@ mailing list.
In a 5 second google search I found this:

There is a wiki page about the DFSG compatibale and incompatible at
