One of the funnier things last year was that ant had an 1.5.4 release 
because they used a sun.* class for javah directly and Sun changed 
somthing about it, so they had to make another release to work around 
ant breaking on a newer JDK ;)

So the assumption is not correct in practice for code that uses sun.* 
classes directly. Which seems to be quite common, unfortuntely :(
