Well actually the name does not imply the full runtime, just the runtime
classes. So the name is already bad. You are probably right in the
end user terms.

Just as many times that I have to explain that the javaX-runtime is
just the runtime classes.

Well we could write it in the FAQ. Yes newbies do not read it but anyway.
