buster release notes and some ja trans questions.

I've started translating buster release-notes.

Here are some situation reports and questions,

About release-notes@salsa
=========================

I'm currently working on salsa, using my own fork,
sending merge-requests to the upstream.

* Some of them are merged. At least ja/*.po are updated
  from en .dbk files now.

* "Upgrading" section is tough. I'm not so familiar with dist/full-upgrade,
  since I tend to clean-install.

In short, please keep your eyes on my commits (on upstream, ddp-team).

I prefer simple ja expression; if you feel my commits fuzzy and/or not-precise,
please not hesitate to overwrite/revert them. I don't mind it at all.

Question/observation
====================

As you know, Intel PCs are popular everywhere.

However, Microsoft has plans of Windows 10 with ARM.

This could mean, current ja translations would not be correct
in the future, since there could be many "ARM" PCs in the future.

Debian buster で公式にサポートされているアーキテクチャは以下のとおりです。

    32 ビット PC (i386) および 64 ビット PC (amd64)

    64 ビット ARM (arm64)

My Proposals
------------

i386:  32ビットIntel系 PC / i386 (32ビットPC)
amd64: 64ビットIntel系 PC / amd64 (64ビットPC)

I think We should explicitly distinguish
those Intel PCs and (possible) ARM PCs.
