I can see the Latin-1 characters by `/usr/bin/env LC_ALL=en_US mutt'
on a normal console.

If you didn't select the Latin-1 locale (e.g. "en_US ISO-8859-1",
"fr_FR ISO-8859-1"), try `dpkg-reconfigure -plow locales' again.
