What is 'Japanese sites'?  Which 'buttons' do you mean?

Do you mean Netscape or Mozilla?  'Search' button on www.yahoo.co.jp?
If so,

(1) Check your ~/.xsession to have

    export LANG=ja_JP.ujis

(2) if you use netscape, install netscape-ja-resource package (for woody).

Install language-env package (for woody) or user-ja package (for potato)
and read the documents for detail.
