in teoria, da quel che ho capito, questo file è aggiornato, se
necessario, quando fai "apt update"... e va a pescare i dati nei 
repository indicati nei sources.list.

Prima di tutto verifica che in nessun repository vi sia bookworm.

Come indicato anche da altri, ti consiglio anch'io di aprire un bug
sull'upgrade del sistema, come indicato nelle release notes... se non
risolvi.
