Problems with shutdown



I have a problem, when I halt or reboot my debian gnu/linux
(woody) my pc says:

umount failed: / busy

and reboots (or halt) without umounting /dev/hda1.
I modified scripts to allow me a sync/umount/boot
with sysrq keys but I can't find what is making my
root fs busy... can anyone help me? any suggestions?
