Prova a guardare cosa hai dentro a `/usr/lib/locale/`
io ho `it_IT@euro`. Ho messo in /etc/environment:
export LC_ALL="it_IT@euro"
export LANG="it_IT@euro"
e poi vai con locale-gen (da root)
